The final text of the Clarity Act was published on Wednesday, but the clock is running out and the votes needed for its approval are not yet secured.

The Clarity Act combines the market structure legislation advanced by the Senate Agriculture Committee in January and the Banking Committee in May, merging both initiatives into a 616-page bill with 104 numbered sections.

Among the most relevant provisions of the Clarity Act is an ethics division that prohibits senior officials and their spouses from issuing or sponsoring digital assets while in office, effective through January 20, 2029.

Self-custody protections are also expanded, fraud provisions are included, and amendments to the GENIUS Act are introduced. The reaction from the Democratic side was immediately negative: Senator Elizabeth Warren described the text as a potential tool for criminals and cartels, while seven Democratic senators who had been negotiating with Republicans issued a joint statement noting that the bill “falls short” of the necessary standards on ethics and consumer protection.
