This Monday, the Ethereum Foundation protocol team published its first unified technical priority list for the Ethereum Hegotá upgrade, classifying a total of 62 Ethereum Improvement Proposals (EIPs). Around 60 researchers and engineers divided across 9 teams took part in the evaluation. From this process, proposal EIP-7805, known as FOCIL (Fork-Choice Inclusion Lists), emerged as the only one to achieve an unanimous “S” rating, the highest tier of commitment for mandatory deployment.

This consensus marks a milestone in the network’s technical governance, as FOCIL will allow users to guarantee the inclusion of valid transactions without relying on centralized block builders, mitigating critical censorship risks at the consensus layer. Furthermore, Hegotá’s technical selection lays the architectural groundwork for the foundation’s long-term goals, prominently featuring native private transaction integration and preparation for quantum resistance by late 2029.

With this ranking finalized, the ecosystem sets the development scope for the fork that will succeed Glamsterdam, estimating that implementation across client teams will begin in late 2026.
